It qualifies as Australian if one or more components - body/engine/chassis were either prototype, designed, built, assembled, manufactured or made for use, only in Australia, (we also adopted a few New Zealand cars as Australian!).

Carbine
According to Gilltraps’ Australian Cars from
1879 Carbine was an automobile made to Australian conditions that was ordered from Paris for The Carbine and Colliers Two-Speed Cycle Co Pty Ltd of Melbourne, Victoria.
